PIAA should impose a minimum number of players on a roster to start a season. Have a cut-off date for sign-ups of say June 1 to allow teams to make alterations to the schedule.

As many as three players suspended due to fighting. The reason for the late forfeit.

Exactly! Their opponents , next year should be allowed to look for other games. If they can’t find one , maybe then you can play.Needs to be some sort of probation set.
