Does it matter?

There have been teams apply for membership to District 5 and they were denied by District 5, so whose fault is it that there are so few teams ,

I was not trying to jam up any coaching, just curious more than anything,. Maybe Berlin does not have a back on the bench as special as Booth but somebody else has been getting some touches.
