I don't see Richland as a better job than the ones those three already have. I could be wrong, but I don't see it as the kind of job that would entice a successful head coach to leave their current job. I would assume this will go to someone who is currently an assistant or junior high coach.

The easy answer is that they are testing more people now. You would then expect numbers to increase. Political answer A is that the bars and beaches are open now and people are being dangerous which caused a spike.
