I don't know if I missed it or if there was never a reason given for the increase to 20 qualifiers instead of 16. Can anyone help me out here?

I don't often give short answers, but here is 1.

That would have been my best guess. I am torn on taking 20 to states as opposed to 16. On one hand you could argue that it weakens the competition but on the other hand its more wrestling. That being said sometimes the best (most exciting) matches aren't necessarily in the semis or even the finals. This will be interesting to see how it plays out this year.

I will only rank 16, that is enough, after 23 years of doing this I think I can spot rank able wrestlers. I don't know what all fuss was about on how I ranked Scott Thompson, he is a stud and deservers that spot. Anyone can do rankings, you just need to commit time and be willing to do your own work! I look at a few post's by the same person who can't wrap their hands around how I choose to rank individuals and yet when they make their state predictions all they did was rearrange my rankings I don't know how my rankings are so close to your predictions, coincidence, I guess. I tell people keep my 1st set of rankings January 3rd or so and after states. Year in, year out, I do pretty good.
