How was it determined where to hold the Preliminary matches?

This has been a topic of discussion amongst district 6 fans, as D6 #2 has never hosted, but has traveled to D3 #2, D5 #1, D8 #1, and D9#1 in the past.

The answer that makes the most sense so far is PIAA politics.

In the west D7#3 went to D10 #2, D10#3 went to D7#2, which makes sense to me.

D6 #2 going to D3#2 for 3rd? straight year seems odd to me.

D4#3 Benton vs D11#2 Saucon Valley is being held @ Nazareth Middle School, I'm unsure of the story there.
