All years are important for a kid in terms of their "development". But if you want a good league, you spread out the talent. Its just common sense and all kids can benefit.

Legion has no lower age limit. Johnstown's competitive issue has always been that the league doesn't have a players draft. Splitting up kids equally leads to a better competitive balance and allows all kids to improve. Simply loading up one team does nothing for those kids in the long run.
