Because District 7 is a part of the PIAA as are the other 11 districts. They are not separate entities. A district itself cannot leave the PIAA. Now, if an individual school wanted to leave the PIAA, they could do so. If every school in the PIAA wanted to vote to leave, they could do so. That wont ever happen.

Correct that a district cannot leave the PIAA however WPIAL threats in the past have involved all there member schools leaving the PIAA and thus becoming a separate entity and leaving nobody in PIAA District 7.

also incorrect. The wpial schools have never threatened to band together and leave the PIAA.
