BSSD is actually much more financially stable then people think. They have a surplus financially, however, they’ve gone to of a need based spending more than want. The debt they have is due to building projects from 1994 that built the current Blairsville Middle/High School building as well as the current Blairsville Elementary School, as well as the 2009 project that built the new Saltsburg Elementary School as well as renovations to the Saltsburg Middle/High School building.
Most schools have separate accounts for buildings that are not tied into the budget, other than payments.
Other than building debt, BSSD is much more financially stable than many think.
One mistake was to lure many of these businesses they made was to allow them a 10 year reprieve from paying taxes. This included WyoTech which had to pay very little if any taxes to the school. They are just now collecting tax money from many of these businesses and slowly seeing the fruits of it.

Low interest debt combined with no tax increase for ten plus years certainly doesn't reek of gross mismanagement.

I think the recent boards are trying to curb things tax wise. Being a smaller school does have advantages and the BSSD has missed golden chances to capitalize on other area districts high taxes and encourage younger families to move into the district. You’re right that it is in a great location and sometimes I’m surprised Blairsville isn’t a 2A or even a 3A school.
