How would you solve the forfeit problem

I would eliminate crossover games and create an open date Districtwide in week 10 .
The open date could be used first, for any canceled games early in the season due to injuries. If  the team still don’t have enough players to play the game in week 10 then Teams ( their opponent ) can look to other conferences to schedule a game with a team that also had a cancellation. Teams with no cancellation could  schedule crossover games.but those games wouldn’t count in District pairings 

Also in early August teams with less than  20 players should  have to go before the district and discuss their roster

I would say a roster should have 25. If a team forfeits 2 or more games, their opponents have the opportunity to fill in that date the following year. Meaning you could have a team but you may get 10 games or you may get 1 game.

Financial responsibility - you cant play , you pay.  And make the number significant enough that teams have to be sure before the season starts that they are going to have a team.  Bishop Carroll makes all kinds of promises about having a football team, is willing to play up a classification, begs to get in a conference but now does not want to play back to back AAA games that will be blowouts so the cancel the season.
Conferences should also take home games away from schools that cancel the following season.

Bishop Carroll is playing Clearfield this year

I think we are past that point as evidenced by what this season has turned into. 
Coops needed to be used more. Still give the kids a chance to play but dont let them start a season and then pull it out from under them when a couple injuries leave the team with 13 bodies

Make a 7/8 man football class. Make 11 man football have a 24 man roster limit at the start of the season.

You need to have a method to verify the numbers provided by each school.  It is too easy to pad those numbers in June.

Hold them financially responsible, put a $ on a forfeit.  When a team has to pay $2500 out of their athletic dept. It will get there attention quickly.  I agree teams will fudge the numbers

I can’t support fining public schools. Those are tax dollars.
