D 6...16 teams or not next year?

I think there's some misunderstanding about next year's D 6 bracket. What I read is they are taking all the 4 win and above teams and putting these into a 16 team bracket. So therefore if there are less than 16, 4 win teams, there will be some byes in week one. Also will this current power point system be abolished then? Or could a three win team have more points in the current system and be invited or be kicked out? I'm not sure.
