Enrollment does actually count from 9th grade on when a student athlete becomes eligible for varsity athletics according to the PIAA handbook.

To clarify....every "odd" numbered year the schools AD and Principal turn in a schools male grade 9-11 and female grade 9-11 enrollment on Oct. 1. That is used for the next two years enrollment and all schools that have certain sports are put in the computer with other schools that have that sport and divided equally (50%/50% for "AA"/"AAA" sports like Wrestling and Track.....25% groupings for A/AA/AAA/AAAA sports like basketball and football)
