Two Big Ones

Two new rules take effect in NCAA football this year:
1) With less than one minute left in the half or in the game, on an offensive penalty, the defense can choose to run 10 seconds off the clock. Or they can still take the yardage or decline the penalty.
2) During a touchdown, when a player is caught taunting BEFORE running into the endzone for the score, the touchdown is negated and the ball is placed where the taunting occured. This includes high stepping into the endzone, or when the ball is pointed at the defender on the way into the endzone. Rules for taunting AFTER the score remain the same.

I don't like that second one, they are way way way to strict with the taunting rules.

With 1:15 left in the game, Team A scores to go up by 2 points. They kick off to Team B who gets the ball on the 20 with 2 time-outs. Methodically they move up the field and with 9 seconds left they complete a pass to Team A's 40 yard line and call a time-out, leaving them with ONE left. If they can complete one pass to get them inside Team A's 35, they can call their last time out and TRY a field goal of around 50 yards to win the game. Team B lines up on the 40 and someone on the line jumps offsides. GAME OVER. Under the old way, Team B backs up to the 45, but STILL has a chance for ONE more completion, a time-out, and a shot at a field goal. Is running off the 10 seconds fair to the offense? Are we giving the defense another advantage?

I don't like either, but that second one really irks me.

The first rule is poor. I like the second one, act like you have been in the end zone before.
