Wow. As I read that, I tried to imagine I was there as the coach that noticed it...taking into account that my team was ahead, and likely to win anyway, with what remained of the match. With such a radical penalty, for such an insignificant thing. Why not go to the other coach and say, in a low voice, "Coach, have your guy fix his shoelace, before the Ref notices it. If my team were behind, and likely to lose, I probably wouldn't point it out to the other coach, but rather, just let it go, and if a Ref noticed, and called it (not likely on their own, but so be it, if they did), but I wouldn't be the bad guy.
Is there some advantage to be gained by not putting a shoelace thru a loop? Maybe it allows you to kick your shoe off, to stall/get a rest?

My 2 C. Rules regarding uniforms should be adhered to. Like the tucking of shirts into pants, uniform socks, odd colored wrist bands, shirts with buttons not buttoned, things like that. I agree, with the outcome looking bleak at that point for the team that eventually lost, to have the eventual winning coach point it out at that point was lame.
It ain't over until it's over.
