Charters are publicly funded. The kids don’t pay tuition or anything. The school is literally from the Philadelphia Public League.

So all indications to me would be that they would remain in the PIAA.

Every year varies, but here are the final championship totals for this year:

Public - 5
Public, Charter - 4
Private, Catholic - 3

Of the four charter schools to win a championship, three were from the School District of Philadelphia (D12) which restricts attendance to their charters to school district residents. The 4th was Lincoln Park from District 7 which accepts students from any school district. All four charter school championships were on the boys side. Four of the five public school champions were on the girls side.

If you prefer to count by the "boundary" perspective, eight of the twelve championships were won by schools with boundaries.

Restricted how?  Any student can attend any school in the state regardless of their designation (i.e. public, public charter, cyber charter, private).  You may have to pay tuition depending on the circumstances, the only "restrictions" that exist are certain charter schools like the ones in the School District of Philadelphia that only accept students from their school district.
Except really they can’t. Much harder to prove it’s not for athletic intent unless it’s a neighboring school district that excels in academics. When you transfer to a catholic school it’s easier to say, “I want my son/daughter to have a religion based education”. In today’s world, most of the time you won’t be fought on it unless there is some significant evidence showing otherwise. For example I recall a few years ago when I believe a student transferred out of CT (?) to another local public school. The family physically moved and was still fought on it because it was believed to be athletically motivated even though family said job related.

Boys side is much more effected for some reason. 10 of the 12 teams in the finals were either Catholic or Charter schools. 5 of the 6 classification were won by them. Moon was the only one to pull off a win.

Math, Civics, Science is confined to Philadelphia! What a tough situation they are in. People who say they have an advantage over other 2A schools are crazy. Heck look at Conemaugh Township, they draw from Jerome and Davidsville. And MCS must have terrific academics, those young men barely scored over 10% proficient on the Math portion of the Keystone test.

Here is an interesting set of facts.... 
There were 723 boys basketball teams this year in the PIAA. 579 Public (boundary) members - 80% of the membership. 144 Private/Parochial/Charter (non-boundary) members - 20% of the membership. 5 State Champions are the later and 1 State Champion from the former. Cant claim the stats as my own. I had them run across my twitter feed from a columnist in the District 9/10 region.
