quick question could we see this go into effect in the near future? or would this be over time?

Despite "The Chops" inside sources, another round of school jointures is NOT happening in Pennsylvania any time soon (although it is desperately needed). Forced jointures are a political minefield. You could not find more than a handful of state legislators who are even willing to discuss it.
