Although that would be a great idea it would never happen. when you need 10 games, even if you make a system to make sure that teams would not repeat (i.e. if h-3 had played wp-3 then h-3 plays wp-4 and h-4 playes wp-3) coaches would never approve a week ten with so much on the line for district playoff seeding/qualifing and risk of injuries in a playoff type of game before the playoffs.
ps I had similar thoughts years ago before Turkeyfoot and Rockwood became football memebers

I don't like that in Week 10 either. If I were a coach I'd rather have a cupcake and rest up. I do like the concept though, so why not do the crossover in Week 1? WP-1 vs H-1 (and so on) from 2013 play each other Week 1 of 2014.

I would much rather have a cross over week 10 then week 1. You get the chance to knock some one out and put yourself in. Having cupcake games week 10 isn't going to make yourself better. And it allows all teams to have a mock playoff game before they actually have one.

You have Weeks 1-9 to make yourself better. The last thing I want is a hard fought battle one week before a playoff game.

Tell that to A and AA district champions from last year. They played each other week of 10. Worked well for both of them. The more playoff style games your team has the better they will be when it matters

These two conferences are going to need one another if participation trends continue. Since the WestPAC has already made their schedule, maybe the Heritage can go to the drawing boards and draft a schedule with the week 10 crossover or come up with other options for the future. I always appreciated having someone different on my schedule in my playing days. It adds a little excitement for the kids and communities.

The bad part about all of this is the Heritage teams will have to work quickly to try to fill those openings, so if Ferndale would not have a team then the West-Pac may be the ones left in the lurch. I can't see the Heritage agreeing to terms with other schools and then rescinding them when it works for the West-Pac.
I would assume Chestnut Ridge probably already has their schedule done for next season, but I could be wrong. So, what could happen is if an opening happens in the WPIAL such as what transpired this year with Imani that could fill some games. Hopefully, the Heritage Conference becomes more aggressive now to find that elusive last team they have been looking for to fill the void. But then its a head ache, because you have to find match-ups for one particular week.
West Shamokin would be a good fit in football, but as someone said before they are competitive usually in other sports in the WPIAL.

St. Joseph's from the State College area could be considered as well. As a startup single-A program, they might be more attractive to the smaller Heritage teams such as United, Purchase Line, Saltsburg and Northern Cambria.

Most schools are and will be in the process of making their schedules for the next two years between now and January. That's why you are hearing that LHAC will expand to ten schedules games and the West Pac schedule now. If CR/ St. Josephs/ other conference schools are contacted now I'm sure they still have some openings.

Heritage school size based on the PIAA classification site:
LV-228
MC-181
NC-157
BLV-154
PL-152
U-151
HC-116
PM-94
S-92
United, Saltsburg and Northern Cambria are not really smaller schools.
The average distance and time from the nine existing Heritage schools to Boalsburg is 98 miles and 1:42 one direction based on Bing maps. I'm not sure any of the schools are interested in traveling that far especially if St. Joes joins the Heritage for all sports, assuming they have or plan to have additional sports.
