Based on what? Anything except winning.
In the past three years, Ben has more head-to-head wins, overall wins and Super Bowls and Palmer has much better offensive skilled people (with the exception of TE).
Palmer's got a lot of ability, but he's part of the problem in Cincinnati.

How is he part of the problem? The "problems" in Cincinnati are well documented: it is the insane philosophy of that management, who keeps bringing in idiots. One of the people on this site remarked a little while ago, hilariously, that Cincinnati had Austin Scott on their draft board. That's pretty much what it comes down to with them. I don't know if you guys have Sirius Satellite Radio, and I don't even know if he still has a show, but this past season Chad Johnson had a weekly spot on there. There were all these rumors that he wanted out of Cincy, and then it was stamped-out in the media by the management. Anyone who ever heard Chad Johnson on that show knows that his language was pretty opposite of what the management said. He's a good player, but he's a problem, and I am one of the last people who tried to stick up for him until I heard his nonsense every week on that show. He's a clown, and a problem, just like the rest of that team. As for Palmer, what's he supposed to do? He's not Henry's father. How much trouble has Carson Palmer ever been in?
I'd take Carson Palmer over Ben Roethlisberger 10 times out of 10.
Oh, and FYI... for the people who are about to say "Ben won a Super Bowl"... so did Trent Dilfer, and Marino never did. Remember that.

I think that it is a toss up between Palmer and Big Ben. Neither one is a lot better than the other. You can make a debate for either quarterback. I would probably take Big Ben for the long run just because of Carson's knee surgery. However, Ben's future might not be as bright if they don't bring in some offensive lineman. We all know he isn't the toughest quarterback out there.
