I know nothing about PM but looking at PM and Portages Schedules it looks like Portage was more impressive. PMs only real win came against a LV team ranked #250. Equally Portages only real game was a 28-6 loss to Berlin which was a much closer game than the score indicates. Berlin was up 7-6 at halftime, afterwards Berlin got moving and Portage has costly mistakes or else it likely would have been within 10 points.
Anyways just for shits and giggles I compared the Heritage and Westpac based on rankings. Average Heritage ranking is 444 while the Westpac is 363.7
I then removed Berlin from it because that's unfair to have such a good team throw the average out of wack. Without Berlin the Average is 396.5
I then though that Portage is still messing it up because there shouldn't be that much of a difference! Without Portage and Berlin the average Westpac ranking still comes out to 428.5
WPIAL A Eastern average comes out to 344.7. That's Clairton's conference. So as you can see the Weakpac isn't all that weak.
I know most of this has no meaning as of now but until we get playoffs rolling this is the best way to measure teams/conferences.

Now that could be interesting. You could have 3 divisions such as:
Berlin
Conemaugh Township
Meyersdale
North Star
Shade
Windber
Blacklick Valley
Conemaugh Valley
Ferndale
Ligioner Valley
Northern Cambria
Portage
Blairsville
Homer-Center
Marion Center
Penns Manor
Purchase Line
Saltsburg
United
Since this seems to be kinda along geographical lines, I'd switch Liggy and United.

Portage is an alright team this season, however they're definitely not the team they were last year. They seem to go into these lull's during some games where their intensity and heart level is just non existent. Depending on opponent, they could easily be knocked out Round 1 by a lower seed at home.
