Yes Tyrone CAN beat Juniata. I would favor Juniata but Tyrone could do it.

Tyrone is a tougher team in my opinion. They just are not consistant. The fact that Juniata runs different schemes makes the tough to prepare for therefore an advantage. What favors Tyrone is strength of schedule. Ask any Huntingdon player who they thought would be an easier game in playoffs and I am sure they would say Juniata. With that being said the matchup was presented as Bedford or Tyrone vs Juniata. As I said I would favor Juniata over Tyrone due to schemes but would not be surprised because I think Tyrone is tougher. Cant speak for Bedford.

District 5A has 7 teams in it.  The champion is equivalent to being in the top 8 of D6 at the state level.  The D6 champion goes to the final 4 in the state.  The 5A winner plays the 10A winner.  The winner of that then plays the D9A winner to be in the same spot as the D6 champion. 
For district 5, it would be great if Claysburg and Portage were involved.  They aren't though.  It was 9-10 teams and now it is 7 with the new classifications.

I must have read some scores incorrectly. The top ranked D6 AAAA team lost to a lowly D5 AA team, and then the #5 D6 AA team also lost to a D5 A. Wow.
