I heard the other day from a high school fanatic that they are trying to put catholic schools in their own league to give the public schools a chance to play teams they compare to other than recruiters

Yes....the state legislature.
Our state legislature FORCED the PIAA to take in the schools from what was the PCIAA in 1973. PIAA's hands are tied.
