We are always debating who is the best conference in football around here so I have came up with a system to decide the true champion.
-Every Team in the Top 25 in the AP gets their conference one point. For every 5 spots that increases a point. Number 1 team in the nation gets an additional point. So USC would get the Pac-10 6 points.
-Each team in a bowl game gets their conference 1 point unless they are in a BCS bowl then they get 2 points.
-Each team with 10 wins or more get their conference another point
-Conference with 11 teams get one point deducted. With 12 or more gets 2 points deducted because the more teams they have the more teams to score points
-A team with 4 wins or less lose their conference 1 point. Two wins or less loses their conference 2 points. A winless team loses their conference 3 points.
-Once the bowl games are over each win gets their conference 1 additional point unless it is a BCS bowl then 2 points and the team who wins the National Championship gets their conference 3 points.
-If a conferences teams plays more than 2 D-AA teams they lose a point, 4 D-AA 2 points, 6 D-AA 3 pts., ect., ect.
When the Bowl Games are over we can figure out which conference is best. Does the system sound fair?

For the best conference then, larger conferences still hold the edge. The best way would be to average the number of points each team earns their conference, and then you could deduce which conference, on average, has the best teams.

You are right flea so I will change my system.
-If a conference who does not have a automatic BCS bid get a team in they will recieve 3 points.
-If a conference who does not have a BCS bid gets two teams in the top 25 they will recieve a bonus point.
-If a conference does not get a BCS bid they will get two points for their first bowl win.
