i think its quite obvious that D6 far exceeds D5, with the exception of individual sports (tennis, track ,wrestling) has D5 ever produced a state champ? and Bedford cant just join D6, districts arent like conferences, you dont have ur choice, they are chosen geographically in some instances tho, a school in one district must play in another district based on classifications, bedfords boy soccer team must play D6 because there are no AA soccer teams in D5, it is one screwy set up but thats the piaa for ya

One other "Team" State champ was McConnellsburg Girls Track Team in about '82 or '83. Several State Runnersup squads over history, particularly in Basketball. Shanksville (twice), Rockwood, Conemaugh Twp, and Windber have all been PIAA Basketball runnersup (Boys)
And for Gunner....I'm not sure why you say the PIAA is "screwed up"?? When there are less than 4 schools in a particular classification in a particular District, they are moved into another neighboring district to form a "subregion". This is why Bedford is moved in Boys Soccer and why Bedford, Ridge, and Windber are moved in Girls Volleyball, even Forbes Road in Field Hockey! Also, In Baseball and Softball the AA's are moved and with next years football changes Bedford, Ridge, and probably Everett (I believe they will be "AA") will be moved into D6. As for geographics....It is not based solely on geographics. Fanett-Metal is geographically in District 3. They petition D3 and D5 to move based on 75%+ of their schedules being played in D5 and if both districts agree (they did) they can move. Same is true of Somerset, a D5 school geographically who petitioned back in the late 70's and are now wholeheartedly a D6 member. The most recent "attempt" at a change due to geographics was Ferndale and Claysburg about 10 years ago petitioned to go to D5. The D6 committee vetoed this attempt for various reasons.

Anyone from the imediate area can join the WPIAL, Indiana is in it and Johnstown used to be until they lost tons and tons of students over the years. Every team in the WPIAL must compete in D-7 so that is why Indiana is there.
The question was kinda general, but if you need any more help I will help you.

Indiana went through the same process as Fannett-Metal going from 3 to 5 and Somerset from 5 to 6...the rules are the same WPIAL or not. Indiana petitioned both districts and was granted the move as Johnstown had done at one time before coming back as a member of the LHAC and re-enterng their natural geographic district, 6.
