Tiebreaker 1: Best conference record
Tiebreaker 2: Head-to-head competition
Tiebreaker 3: Record versus common conference opponents
Tiebreaker 4: Team giving up the fewest points against common conference opponents
Tiebreaker 5: Team giving up the fewest touchdowns against common conference opponents
Tiebreaker 6: Team giving up the fewest points in the season against all conference opponents
Tiebreaker 7: Co-champions
If McCort, Johnstown, and Penn Cambria all win:
There would be five common opponents: Carroll, Richland, Westmont, Bedford, and Westmont
McCort has allowed 54 points against common opponents and plays Central this week, which isn't in the common opponents group. They are stuck at 54 points.
Johnstown has allowed 44 points against common opponents and plays Forest Hills, which is a common opponent. If they win and hold Forest Hills under 10 points they will be the confence champion.
Penn Cambria has allowed 68 points against common opponents and plays Westmont, which is a common opponent.
If McCort and Penn Cambria win, and Johnstown loses:
There would be seven common opponents: Carroll, Richland, Westmont, Bedford, Heights, Central, and Forest Hills
McCort has allowed 54 points against that group and plays Central this weekend.
Penn Cambria has allowed 80 points against that group and plays Westmont this weekend.
If Johnstown loses and McCort allows 25 fewer points than Penn Cambria this weekend they will win the conference
If Johnstown and Penn Cambria win, and McCort loses:
Johnstown will win the conference on head-to-head
If McCort and Johnstown win, and Penn Cambria loses:
McCort will win the conference on head-to-head

Like I said. I'm sure the Big Ten has about 7 tie-breakers too. But last year PSU and OSU were declared CO-CHAMPS even though PSU beat OSU head-to-head. I still think that if PC and BM finish 8-1, they will be declared CO-CHAMPS too.

Would it be played at a neutral site? Otherwise, wouldn't one team have an advantage over the other?

They should be CO-CHAMPS. It just doesn't seem as fair when you start pinning points against common opponents and all that craziness. This is high school football and shouldn't be a political battle like the BCS seems to be every year.
If a two teams have the same record versus similar opponents and no clear winner is evident, give the credit where it is due... to both for playing a great season. Don't overcomplicate things. We'll see who is the best come November.
