In my hometown we had a blind Peeping Tom. He would rap on your window and demand that the people inside tell him what they were doing.

I caught a peeping tom one time but he reached in and shut the blinds
It's better to keep your mouth shut and let people think you're stupid than to open it and remove all doubt.

We also had this local "flasher". In the winter, instead of opening his raincoat, he would just go around describing himself to people.
