There are some European hockey leagues that have the same concept. Its pretty cool. I've always been in favor of the NHL doing this to give more northern US and Canadian cities a chance to play in the NHL. Imagine a 48 team league with 24 in the A league and 24 in the B league. Bottom 4 from the A drop into B each season to be replaced by the top 4 of the B. Plus that creates excitement a whole new excitement down the stretch over which teams are going to be relegated.
Hockey has had some very light talks over the past few years about adding a bunch of small market teams and expanding to around 40.
