GCC/Jeannette ending

Did anyone else see the end of that game on Root Sports? The last play GCC had the ball the QB is scrambling, throws the ball and the ball gets picked off but they blow the play dead saying he was already out of bounds. But then a flag comes in and a personal foul late hit is called but they call it after the play was over. Should have been a 15 yard penalty and still GCC's ball. Instead they give Jeannette the ball and the only thing I can think of is that they counted the interception but I'm not sure how they could have done that when the play was blown dead and the player who intercepted it did not even get a chance to run it back. If I am missing something here let me know but I found it very bizarre, and also that none of the announcers even questioned it.

It looked like they ruled the play an INT and a late hit, which could've been ruled roughing the passer which would've given GCC one last crack. Um, I also think that the player that INT'd the ball may have stepped out of bounds at some point.
