Has governor elect Wolf mentioned anything about school consolidation?

PA released a study in December regarding York County possibly going from 15 SDs to 1.

Plenty of issues, in summary appears unlikely that it would voluntarily happen. Issues include large funding discrepancies, especially between York City SD and the suburban districts, earned income tax, property tax, school district debt and property rebate differences, $5.5 million less in PA funding that would go to the single SD then currently goes to the 15 SDs, and the costs of standardizing teacher and support staff salaries.

1 thing of note that particularly caught my attention was a chart on page 14, administrator cost per student. It illustrates that significant economies of scale administrative cost savings are available, especially for the smallest 40% of school districts...though oddly enough York County doesn't have any of the smallest 40% of PA SDs...Hanover is their smallest SD, in the 40-50 decile group, and has a similar student population as Chestnut Ridge.
