I think given the fact that a major fight broke out with just over a minute left in the game and the losing team being unsuccessful with an onside kick attempt, ending the game was the prudent thing to do.  That it was the losing team that made the call makes it even more proper.  The WPIAL whiffed on this decision.

Just as a thought, on the biggest stage 3 years ago, the BG/Clairton game was called with time remaining. The decision was made because there wasn't a timeout for either side. Not sure if that was the case here or not.

It seems that the critical difference might be that in the BG/Clairton game, the officials ended it (and there's no question that it was the right call).  In the case of the Valley game, one team refused to continue play.  That may or may not have been the right move given the circumstances, but the league seems to be saying that the coach does not have the authority to make that decision to avoid additional trouble.  I don't see the problem.  Valley loses the game whether they return to the field or not.  If ending the game avoids injury and embarrassment, so be it.
