It is the district's choice that there are byes... The WPIAL chooses to only have 8 teams in their playoffs for some of the classes, which gives their champion a bye week. If D6 A only took 8 teams instead of 12 then their champ could have a bye this coming week. The PIAA only makes the state brackets, and each individual district can choose how many teams they take and how they make their brackets to that point.
They could have the week off before their playoffs start instead of giving their champ a week off afterwards...to be fair.

If PIAA had any power over districts. Realign each class by 8 districts. That gives each new district 12-14 teams depending on class. Take top 4. Shorten season to 9 games or don’t. If you do , it’s over this week. If you don’t it’s over next. Football isn’t a sport to let everybody and their brother in the playoffs.

solution for the byes into semis: PIAA rule that they must take the bye in the first week of playoffs where applicable. like it used to be.
