Johnson - the reason Kerry conceded with more votes is because Bush had won Ohio by a margin of 137,000 votes. There were approx. 175,000 provisional ballots to be counted. The problem with provisional ballots is the majority of them are not valid. If someone thinks they can vote, goes to the polls, and are not on the registration rolls, they are given a provisional ballot. In most cases, the person was not eligible to vote for whatever reason.

So, even if 50% of them were valid, which is a very high percentage, that would not have been enough to overcome Bush's lead if every single vote was for Kerry, which would not have happened.

It was a statistical impossibility.
