Because, shocker, once you get outside of the BCS, there are tie-ins with bowls based on your finishing position in your conference. If you're in position for an at-large BCS bid, it's all the bowl's choosing. IF Penn State gets selected to play and they beat whomever they play, will you still contend that they don't belong there?

You have to finish in the top 14 of the BCS standings. Had PSU not blown it bigtime in East Lansing 2 years ago, I believe they were BCS eligible.

The saving grace of the 1994 PSU team is that they did not play Nebraska. They probably would have lost that game. Their defense that year was suspect. Nebraska played another team with an offense similar to PSU's. A future NFL QB, a Heisman-winning running back, two future NFL receivers, a future NFL TE and a great D-line. Colorado in 1994 was very similar to PSU and Nebraska dominated them.
