Attendance has nothing to do w/ the Sandusky foolishness.
The reason there were so many empty seats is because of that STEP program. They are gouging fans for way too much on ticket sales and parking. They want $60 for an RV spot in a muddy field w/ no amenities. At some point, too much becomes too much. And with the games always on TV and with HD and all that, there is not as much incentive for a casual fan to drop $200 to go see Indiana or Georgia A&M.
Penn State has been hammering their fans financially, it has been ramping up for years, and I think people are just sick and tired of it. They should be. I'm a huge Penn State fan, but that administration is hard to root for sometimes.

The addition of Maryland and Rutgers should help off set the pain.
