They had good teams and won it on those years, not taking anything away from them because it is possible. But if you look back historically most of the time it's one of the Bishops or B-A who have won it.

The same could be said for most districts though.  Clairton or Rochester in the WPIAL?

This is simple.  The big talkers can say whatever they want, but they probably aren't the ones playing or coaching.
If you had your choice of D5 or D6 which one would you want to be in?  D5 is the easy choice.  You don't play a school like BG to win a championship then.  Even if BG only drew from Altoona, they are getting kids that count towards their enrollment that aren't like the other kids at the other schools.  Let's say the A cutoff was 100.   They could have 95 kids and most of them come from pretty good families. 

Now, let's look at most public schools.  Probably about 1 out of 5 boys isn't even really capable of playing football because of the physical or mental nature of the game.  You might also have another 1 out of 5 boys who can't play football because they must get a job or they work on the family farm/at the body shop/etc. 

Now, no matter what, we should be able to see that the enrollment and the kids in the enrollment aren't the same. 
IF I was Claysburg, Portage, Blacklick Valley, and so on I would not want to be in D6.  The district championship that communities and players dream about are very difficult to come by.  It would be hard to play on your hometown team in girls basketball year after year when you can see that most of your dreams of glory will get shattered because of the way the system is set up. 

You play to win games.  You play to win championships; even if those championships come as being the champ of 1 out of 7-10 teams.  That's the fun of playing small town, small school football. 

To win D5 Class A you have to beat the teams in the field.

Nobody was complaining about Berlin or Everett because they did things just like the rest of the schools in 5A last year.  Berlin got moved up to AA because they have to count the enrollment of the players they took on this year. BG can get kids from anywhere and they don't have to change their classification.  That is the BEEF everyone has whether you like it or not.  I, for one, stand 100% in the corner of the teams that DON'T want to have to beat Goliath to win a district championship.  The schools that don't want to do that aren't wimps and aren't stepping away from a challenge (as you may call it).  Instead, they are looking to play with a group of teams playing by the same set of rules that they are playing by to win a gold medal that can be brought back to their community.  Schools like the ones in D5A are lucky that this is the situation they are in, so they should fight to keep it like it is forever and for always!  I feel bad for Portage and their community that they haven't been able to ride in to town as district champions where they could then go compete in the state tournament, hopefully against another small town, community based school just like their own.
